Structurally, the group’s management is divided between officials based on the Gaza Strip and those abroad, in particular in Qatar.

A large part of the leaders of Hamas were also destroyed in Israeli attacks throughout the war.

The source told AFP that “the first (opinion) supports unconditional approval, because priority is a cease-fire under the guarantees of Trump, the mediators guaranteeing that Israel implements the plan”.

“The second has serious reserves concerning key clauses … They promote conditional approval with clarifications reflecting requests for Hamas and Resistance factions,” added the source.

Hugh Lovatt, a researcher in senior politics at the European Council for Foreign Relations, said “that it is ultimately a question of convincing Hamas leadership in Doha, but also management in Gaza, as well as members of Hamas and combatants in Gaza,” he added.

“In addition, Hamas must then be able to convince other factions in Gaza,” he added.
