China releases white paper on fentanyl substances, underlines rigorous control

Beijing: The Information Office of the Chinese Council of State published a white paper on Tuesday, entitled “Control of fentanyl substances – the contribution of China”, highlighting the country’s rigorous control over chemicals.

China has attached great importance to maintain control of fentanyl substances in recent years, says the white paper.

The country has exerted strict surveillance on fentanyl drugs, strictly prevented the abuse of fentanyl substances and struck hard against smuggling, manufacturing and trafficking of fentanyl substances and related chemicals, he notes.

“These have given notable results,” he said.

The document also emphasizes China’s commitment to improve international cooperation on drug control through dialogue, joint surveys and knowledge sharing, while promoting partnerships based on equality and mutual trust.

“China has obtained notable successes in in-depth cooperation with the countries concerned, including the United States, to solve problems with fentanyl substances and their precursors,” said the white paper.

According to the document, China has listed fentanyl drugs in the list of controlled drug drugs and exercises strict control in terms of manufacturing, sale, use and export. The White Paper also notes that China has actively worked to establish a digital monitoring system for fentanyl drugs.

The complete use of new technologies and methods, such as radiofrequency identification beacons, the Internet of Things and Artificial Intelligence, allows dynamic monitoring of the whole process and closed loop management of manufacturing, sale, transport, use, import and export of fentanyl drugs, which also prevents them from getting lost.

China actively meets new challenges associated with fentanyl substances, the document said.

To prevent the abuse of fentanyl -related substances and to fight and control the crimes linked to the greatest possible measure, China has adopted integrated measures such as the enlargement of the list of controlled substances, the strengthening of regular monitoring, inspection and crisis measures and the implementation of innovative controls.

Committed to the vision of a global community of shared future, the White Paper says that China is rigorously responding to its international drug control obligations and adheres to the principle of shared responsibility between all countries and a complete and balanced approach to drug control.

“He advocates mutual assistance, a joint contribution and a shared advantage in all countries, and opposes the tips of the fingers and the snacks,” says the document.

The White Paper also stresses that China honors its own responsibilities for controlling drugs, firmly maintains the international system for controlling existing drugs, fully participates in major decision -making on international drug control and contributes to Chinese wisdom and solutions to global medication governance.
