Chinese President Xi Jinping proposed the Global Governance Initiative (GGI) on Monday at the largest summit of “Shanghai Cooperation Organization Plus” in the Chinese port city in Tianjin.
“I can’t wait to work with all the countries for a fairer and equitable global governance system and move towards a community with a shared future for humanity,” Xi said in his speech during the 25th meeting of the Council of OCS Head of State.
Five principles underlined by President XI for the GGI include sovereign equality, international law, multilateralism, approach focused on people and focus on real actions.
The Chinese chief called on OCS members to move forward with solid steps for a better future. He called on member states to advance “Shanghai spirit” in a world responsible for challenges and changes, and better to exploit the potential of the organization.
Founded in Shanghai in June 2001, the SCO went from six founding members to a family of 10 nations of 10 members, two observers and 14 dialogue partners covering Asia, Europe and Africa, with cooperation covering more than 50 areas and an economic production combined with nearly 30 dollars.
“Its international influence and its attraction increases day by day,” said the Chinese president, Héliant “revolutionary and historical achievements” in the development and cooperation of SCOs.
The regrouping was the first to set up a military mechanism for strengthening confidence in border areas and launching the belt and cooperation on the road. “We were the first to conclude a treaty on good humor, friendship and long-term cooperation, proclaiming our commitment to forging a lasting friendship and to abstain from hostilities,” he said.
Member States were also the first to express the vision of global governance featuring an in -depth consultation and a joint contribution for a shared advantage as an effort to practice real multilateralism.
“We must recommend an equal and ordered multipolar world and universally beneficial and inclusive economic globalization, and make the global governance system fairer and equitable,” he added.
President XI called on the OCS member states to remain faithful to the founding mission of the organization and to promote its healthy and its sustained development with greater resolution and more practical measures.
The member states of the OCS should seek common ground while putting aside the differences, by pursuing the mutual benefits and by winning-win, defending openness and inclusiveness, confirming equity and justice, and aiming for real results and great efficiency, according to the Chinese chief.
“OCS member states are all friends and partners,” he said, calling them to respect their differences, maintain strategic communication, develop consensus and strengthen solidarity and collaboration.
President XI said that the Member States should take advantage of the strengths of their market size and their economic complementarity between them, and improve trade and investment facilitation.
It expected cooperation to be improved in areas such as energy, infrastructure, green industry, digital economy, science-techniques innovation and artificial intelligence.
He urged to put the SCO Universal Center into service to counter the threats and challenges of security and the SCO Anti-Drug Center, and the creation of a SCO development bank as soon as possible to provide stronger foundations for security and economic cooperation between the Member States.
To ensure better development of the OCS with real actions, President XI has announced that China will provide 2 billion yuan (around $ 281 million) to grant the OCS member states during this year, and will issue an additional 10 billion yuan loan to member banks of SCO Interbank Consortium in the next three years.
In addition, China plans to implement 100 projects of “small and beautiful” livelihoods in Member States with such a need. Over the next five years, China will establish 10 Luban workshops in countries and offer 10,000 human resources training possibilities.
China’s investment actions in other OCS member states have exceeded $ 84 billion, and its annual bilateral trade with other OCS member states exceeded $ 500 billion.
“China always aligns its development with that of the OCS and with the aspiration of the People of the Member States for a better life,” said Xi.
